Description
"CUSTOM USER ATTRIBUTES" in Asset Publisher does not work properly with translated categories.

Steps to reproduce

1. Add a custom field for the User resource with the following settings

   Input Field
   Data Type: Text
   Field Name: region

2. Add "View" permission for "User" to "region"
   
3. Go to Global site
4. Add a vocabulary named "region"
5. Add Japanese translation to "region" (地域)
   
6. Add categories named "JP", "AU" under "region"
7. Add a new site named "test site"
8. Add web content with following settings

   Web Content JP:　Public Categories: "region"：JP
   Web Content AU:　Public Categories: "region"：AU

9. Add a Asset Publisher widget to any page
10. Change the asset publisher settings as follows:

    ASSET SELECTION: Dynamic
    SOURCE: AssetType: Web Content Article
    CUSTOM USER ATTRIBUTES: region

11. Add a user with the following settings:

    user1:
    Member ship: test site
    Region (custom field): JP

12. Sign in as "user1" and go to "test site"
13. Confirm that only "Web Content JP" is displayed on the asset publisher (expected behavior)
14. Switch the display language to Japanese

Actual result
Both "Web Content JP" and "Web Content AU" are displayed.

Expected result
Only "Web Content JP" is displayed

Note
If there are no translations in the category, only "Web Content JP" is displayed.
