Assigning/Removing Roles Issues - for DXP 7.4

Description:

When attempting to add roles to a user, previously selected roles are removed from the user.

Steps to Reproduce:

1. Navigate to Control Panel > Roles and add 26 new Site Roles named A-Z.
2. Navigate to Control Panel > Users and add a new User.
3. Navigate to Site > People > Memberships and assign the new user to the site.
4. Select Assign Roles for this new user. 
5. in the "Assign Roles" modal make sure "View Options" is set to "Cards".
6. Select the role A on Page 1, then navigate to Page 2 and select the role Z.
7. Return to Page 1 and observe the role A is initially selected, then becomes deselected.
8. Return to Page 2 and observe the same behavior with role Z.
9. Click 'Done'.

Actual behavior:

Navigating to other pages to select additional roles deselects previously selected roles.

Expected behavior:

Selected new roles will be added without removing any of the previously selected roles.
