Reproduced using OOTB LR 6.

Steps to reproduce.

1) Set the below property to false and start Liferay
#

1. Set this to true to decorate portlets by default.
   #
   theme.portlet.decorate.default=false

2) Click look and feel configuration for any portlet
3) Show boarder is still checked
