Service Builder with external database can't find hibernate classes

We had several service builder entities that had specific table definitions (these are external databases) an example:

 This is being done as a resource in ROOT.xml (not in Liferay properties)

remote-service="false" uuid="false" cache-enabled="false">

Under 7.2 this worked fine, but no longer does.
