Description

User's community should not be shown in control panel when layout.user.public.layouts.modifiable and layout.user.private.layouts.enabled are set to false

To reproduce

1. create a role content_producer and assign this role the following permissions on blog

Access in Control Panel
View
Add entry

2. assign this role to a regular user

3. login as the user you assigned the role to and go to the control panel

You will see something like the attached screenshot
