Wiki permission set at site template level disable edit access, however users can still make changes

      Description

      Steps to reproduce bug....

      1)Login with Admin
      2)Create User-->User1
      3)Create Site Template--> siteTemplate1.
      4)Click on the siteTemplate1 to open it.
      5)click on Configuration section 'Open site Template(Open New Window)' link to add pages
      6)Once it open then click on Add-->Page. Give page name as WIKI
      7)Click on wiki page to open then place wiki portlet on this page.
      8)click on Details link on Front page of Wiki portlet.
      9)click on Permission
      10)Remove Add Discussion and Update permission for Community Member role and save it.
      11)Click on Back.
      12)Now go to Manage-->Control Panel and make sure that 'siteTemplate1' is selected in Content section of Control Panel.
      13)click on WIKI and click on Action button against main node.Choose permission.
      14)Remove 'Add Attachment' and 'Add Page' permission and click on save and then back link.
      15)Create Open community called Comm1 and select Private Page as Template -->siteTemplate1 and click on Save.
      16)Now click on the action button of Community Comm1 (just created) and choose Assign Members
      17)Click on Available and select User1 and click on Update Associates.
      18)Now log out and log in with User1.
      19)Click on Go-To and choose 'Comm1' Community.
      20)Click on WIKI page.
      21)and make sure that the WIKI page should not show 'Edit' link in 'FrontPage' tab. Also in 'AllPage' tab, the 'AddPage' button must now be shown. (As we haven't given the permission)

      Reproduced on trunk (but the steps to reproduce are different since trunk is different).
