List of Templates do not show up in Web Content Display

To recreate:

1.) In any Site go to Manage > Site Content > Web Content > Templates
2.) Add a new Template called Test
3.) Close the Site Content Window
4.) Create a new page in the Site and add a Web Content Display Portlet to it.
5.) Click the Add Web Content Button
6.) Click the Gear next to Template: None to choose a template.
7.) The list is empty and I cannot choose the newly created test template.
