Even no file is selected, "Publish" operation still can be generated successfully in Dynamic Data List portlet

Steps to reproduce:

1. Add Dynamic Data List Display
2. Click the "Add List" icon
3. Enter in "Test" in the Name
4. Enter in "Test description" in the description
5. Click the "Select" link near Data Definition
6. Click "Add"
(1) Enter in "File Upload" in the Name
(2) Enter in "File upload description" in the description
(3) Drag and Drop the "File upload" field into the form creator
(4) Click Save
7. Click "File Upload" link in the Data Definitions window
8. Save
9. Click Add Record
10. Click Publish without selecting a file
11. The file is published successfully,which does not make sense, validity check and alert information is expected.
