Document Library download link is broken for documents with + in the name/title

Steps to reproduce the issue,

1) Login to portal (vanilla Liferay 6 SP2) using admin user ([email protected])
2) Add document library portlet to page
3) Upload a document to the document library with the title like "Military+Leave+Procedures+03232009.pdf" using classic uploader.
4) Click on the Download link in the Actions

Result: Observe the error attached to this issue (document_library_download_error.png)
Expected: It should download the document
