Role permissions cannot be defined when using PostgreSQL or SQL Server.
Here are the steps to reproduce the issue:
1. Go to control panel
2. Select "Roles"
3. Select "Power User"
4. Select "Define Permissions"
5. Select "General" from the dropdown menu
6. No options will be displayed. There are also exceptions displayed in the command prompt
