A site administrator can never unlink a site from its site template after creation

Liferay 6.1 adds the capability to link a site back to the site template from which it was created (if any) so that any changes in the site template gets propagated (as long as no changes were done in the site). While this is very useful some people have brought up the concern that this does not allow some use cases that were possible in 6.0 which allowed the site admins to do any desired changes without worrying that they could be overridden by changes in the site template.

To solve this a new option needs to be introduced for each site to allow "unlinking" the site from the source site template. A new permission will also be added so that portal administrators can define whether any site administrator is allowed to do that or some must keep the link to the site template
