Themes should be able to specify whether displaying the site title is supported and to set whether it should be shown by default or not

      Description

      In 6.1 a new checkbox was introduced to allow site administrators to decide whether the site of the name should be shown or not. By default the name is shown since the main reason for not showing it is if it is already part of the logo. The checkbox to not show the site name is shown in the same screen to allow setting the logo.

      It has been found that it is a common practice for some themes to specify their own logo by default when none has been specified by the site administrator. In these cases the logo can conflict with the site name. This is specially useful for themes that are specifically designed for one site and allowing a custom title requires additional design effort that is not really needed in those cases.

      To allow for these cases, the theme developers should be able to specify that the default value for the checkbox when the theme is applied is to not show the site title.
