Saving a layout revision from revision history results in duplicate Main Page Variations

      Description

      It appears that the new variations functionality is causing duplicates to display in the Page Variations List.

      Steps to reproduce:

      1. Create a new site with Local staging and versioning for public pages enabled
      2. Add a page to site
      3. Add any portlet (I chose web content display)
      4. Click History
      5. Click "Save" on older version
      6. Once page refreshes you'll notice 2 Main Variation tabs in the staging bar (2 Main Variations.JPG)
      7. Click "Manage Page Variations" and there will be duplicate variations listed
      8. Also in my testing the portlet that I added to the page disappears after following step 5

      This issue exists in trunk as well.
