      1 Create a new role named Test.
      2 Define permission for "Test", User selects Control Panel:Site: Message Boards (Control Panel) from the Add Permissions drop down list, check all permission under Message Boards (Control Panel) then Save.
      3 User selects Site Content:Message Boards from the Add Permissions drop down list.Check View under Message Boards and Message Boards Message, Permission and Subscribe under Message Boards Thread then Save.
      4 Create a new user only with role Test.
      5 Admin Post a new Thread by Message Boards.
      6 Login as new user.
      7 Go to Control Panel->click Message Boards.
      8 Read the Thread post by admin.

      There has no function like Permission or Subscribe.

      9/25/2013 - I cannot reproduce this in 6.1.x or 6.2.x. I added the following permissions (for 6.2.x) and the user was able to see the Permissions and Subscribe link in the thread. I've attached the permissions defined in the attached screenshots for 6.1.x and 6.2.x.

      Site Administration > Configuration > Site Setting
