Upgrade Xuggler to v 5.4. This versión will give some enhanced features, such as not having to install anything (native files will go in jar file) or encode/decode WebM files.

One important note is that this change makes the Xuggler jar distributed by Xuggler GPL (because of the native code of x264). We can build our own version of Xuggler that is LGPL, but this would not have the native code that is desired as part of this distribution. For details about this, see:

Please note that any strategy in bundling Xuggler with Liferay Portal must be LGPL, although a GPL plugin can be distributed separate from the main Liferay Portal codebase.
