Delay PortletContextLoaderListener and other parts of portlet servlet context initialization until after required-deployment-contexts are ready

      Description

      Currently, PortletContextLoaderListener does not wait until after required-deployment-contexts are ready. As a result, any Spring configuration files are loaded before the Spring configurations for any of the required-deployment-contexts. This means that you cannot rely on the required-deployment-contexts to help you with ensuring that certain Spring configurations in Portlet A load before other Spring configurations in Portlet B.

      To make required-deployment-contexts more useful, we should delay PortletContextLoaderListener and other parts of portlet servlet context initialization until after required-deployment-contexts are ready.
