'Nested Portlets' portlet on User Group user's page doesn't show nested portlets.

      Description

      After assigning a User to the User Group,'Nested Portlets' portlet on User's page inherited from User Group doesn't show nested portlets.

      Reproduction steps:
      0 - In trunk and 6.1.x the user.groups.copy.layouts.to.user.personal.site=true property is necessarry.

      1 - Create Usergroup 'Group1'
      2 - Add a page to 'Group1', i.e. 'welcome'
      3 - Add NestedPortlet to 'welcome'
      4 - Add portlets to the NestedPortlet on page 'welcome'
      5 - Create user 'groupUser', assign it to 'Group1'
      6 - Log in with 'groupUser', click on the 'My Public Pages'
      7 - Nested Portlet will be empty, should show the portlets in it.
