      Description

      There will be a section in Portal Settings and another section in Site Settings which will allow admins to set the number of days that files will be kept in the Recycle Bin.

      The scheduler will check per each Site in this order: the Setting from the Site, if it is not set, the Setting from the Portal, and if it is not set, the property from portal.properties
