User tags don't savet

Summary:
After adding a new (power) user, when logged in as this user, adding tags remains on 'loading' rather than saving the tags to the existing list.

Steps to Reproduce:
1. Sign is as admin and create a new user
2. Sign out of admin and back in as new user
3. Go to Control Panel > <user's> Personal Site > Tags
4. Click Add Tag
5. Enter a tag name i.e. 'code'
6. Click Save
7. Click Close

Result:
For some reason on my system the Tag list remains in a state of Loading rather than adding the new tag to the list (see attached)

Expected Result:
Tag list updated with newly added tag (works for admin user)
