Email Verification Locks Admin out of Portal when using full DB

      Description

      *This issue will only occur when using a full SQL database*

      After enabling Email verification for strangers, the Admin will be prompted for a verification code. If a working mail server has not been set up at this point, this will effectively lock down the portal.

      1.) Navigate to Control Panel
      2.) Click Portal Settings
      3.) Click Authentication
      4.) Flag the checkbox for "Require strangers to verify their email address?"
      5.) Click Save
