Xuggler wont install in Websphere 8

Xuggler wont install in Websphere 8, Works in Tomcat.

Control Panel > Server Administration > External Services
Install Xuggler
Restart WebSphere 8
Control Panel > Server Administration > External Services

System fails to install Xuggler. Sytem still says to install Xuggler.

Got the following console message on the first attempt
