Migrating image gallery files/folders to document library during 6.1 upgrade will ignore permissions unless conversion to permissions algorithm 6 is done first.

Effect of not converting to permissions algorithm 6 before upgrading to 6.1.1 from 6.0.6 is that images are no longer visible to guests on public web pages.

Theoretically permissions algorithm 5 is still supported for 6.0 so this should be fixed or documented as a limitation of the upgrade.
