Page templates with ability to allow customization for specific layout template placeholder

      In our experience big sites оften have about same page structure. For example:
      1. layout template of each page is 1-2-1,
      2. top row same for all pages,
      3. right side of second row same for all pages
      4. and bottom row same,
      5. but left side of second row may have different content (web-content display, asset publisher, forum, wiki, any set of portlets).

      Right now page template is "fixed" - pages produced from this template cannot be changed (only portlets may be configured). In this case page templates cannot be used for this specific case.
      In same time we already have "Page Customization" functionality - what allowed for specific pages for admins to "fix" specific layout-set placeholders, but allow customization for another.

      Mixing this feature with page templates looks very useful - if Admin will able to configure page template and specify - which part of page are "fixed" - and which can be changed - it will allow to implement case described at the top.

      Then page template is changed - it's changes propogated to all produced pages for "fixed" parts, keeping "customizable" part unchanged
