Allow Password Algorithm property to be changed from SHA to BCRYPT with same portal instance and database

      Description

      This is a request to allow the setting of the password.encryption method to be changed from it's default SHA to BCRYPT after the portal instance and database has been registered/configured.

      Currently if you register/configure the instance with a database with SHA at the beginning of its initial startup, you cannot change the method to BCRYPT- doing so will not allow the default admin user "Test" to login and results in an error. The only way to change the password.encryption method at this point, would be to start from a completely clean portal instance and database.
