Steps to reproduce:

1. Launch a clean Liferay bundle
2. Add the Dynamic Data List Display portlet to the Welcome page
3. Click on the wrench and Configuration
4. Click on Scope in the dock bar
5. Change the scope to Select Page and the page to Current Page
6. Save and exit
7. Go to the Control Panel
8. Under the Liferay.com site change the Scope to Welcome

Intended Result: Dynamic Data List portlet should display in the Control Panel
Actual Result: Dynamic Data List portlet does not display in the Control Panel or is not scopable to a page
