Login in as a site administrator
Set the user's time zone to something other than UTC (eg. UTC +10:00)
Create an event in the site's calendar and make sure time zone sensitive is selected (in my test i created an event at 9:30am on 11/9)
Export the site to a lar file (make sure calendar data is exported)
Import the lar file into a new site
The calendar event in the new site will be set 11 hours earlier (10:30pm on 11/8) and is no longer timezone sensitive (other users with different time zone settings will all see the event occurring at 10:30pm on 11/8)
If you edit the imported event, it will report as being time zone sensitive even though it is not actually timezone sensitive.
