Web Content Structure Editor - Unable to "Edit Default Values" For Structures

      Description

      When creating a structure from the structure editor, user is unable to "Save and Edit Default Values".

      User is also unable to navigate to an existing structure and go to "Actions > Edit Default Values"

      Steps to Reproduce:

      1. Add a Structure
        • No option to "Save and Edit Default Values"
      2. Save the structure
      3. Click on Actions
        • No option to "Edit Default Values"
