Unable to hide My Account Portlet

Steps to reproduce:

1. Go to Control Panel.
2. Define the permissions for Role User and unset Access in Control Panel for My Account (make sure that all permission over this portlet are unsetting)
4. Create a basic-user (set the password) and assign a site (default Liferay.com site is valid)
5. Logout and login with the created basic-user.
6. Go to Control Panel => Link to My Account is not shown in Control Panel Menu.
7. Restart the server.
8. Login with the basic-user and go to Control Panel => Link to My Account is displayed.

Caused by: Restart the server causes that the permission in Role User has been restored.
