The Directory's top pagination disappears.

Reproduction steps:
1. Create at least 6 users.
2. Add a Directory portlet to your page. You will see a pagination at the top of the portlet, and one other on the bottom. (See attachment: Directory1.JPG)
3. Change the Items per Page to 5. You see, that the upper pagination disappears. (See attachment: Directory2.JPG)
