Web Content fields don't show the option to be localizable anymore

    Description

      Steps to reproduce:

      1. Admin > Site Administration > Web Content
      2. Manage > Structures > Add a Structure (e.g. '123')
        • Drag and drop a Text field and a Text Box field > Save
      3. Actions > Manage Templates > Add a Template based on 123
      4. Back at Web Content Main, click Add > 123

      Expected result:
      To see localizable checkboxes under the Text and Text Box fields.

      Actual result:
      No localizable checkboxes present (see screenshot).

      This might be a result of translations still needing functionality with structures/templates: LPS-32084.
