The first public page of a site cannot be hidden

Steps to reproduce:

1. Create a blank site My Site
2. Add a new hidden page My Page to the site
3. Click Go To in the dockbar and select My Site. The hidden page is displayed
4. Log out and navigate My Site. The hidden page is displayed

To prevent this kind of issues, the first public page of a site should be hidden.
