      Description

      Date formatting rules should be customizable via properties

      Currently the date and time formatting rules are hardcoded and there is no way to define the preferred format via properties.

      For example in a Lithuanian translation given the following language property:
      voting-is-disabled-because-this-poll-expired-on-x=Apklausos galiojimas baigėsi

      {0}

      .

      This is displayed as:
      "Apklausos galiojimas baigėsi 13.2.10 23.59."

      If someone would like to apply different formatting like the example below, then it can be archived only with customizing the code:
      "Apklausos galiojimas baigėsi 2013-02-10 23:59."

      A new feature to define formatting rules via property configuration or in the translation string would be useful.
