A Portal Administrator should be able to choose which spell checker is used within editors supported by the portal.

      Description

      In CKEditor 3.0 the webspellchecker and associated SCAYT "spell check as you type" plugins were bundled and available by default within Liferay. They are no longer included in CKEditor 4.0 which is one additional motivation for this ticket.

      These are the initial requirements.
      1) Create a Liferay spell checker web service suitable for use by an editor plugin. This service should not be specific to ckeditor and should be based on the existing WordsUtil dictionary library.
      2) Implement a spellchecker plugin for ckeditor.
      3) Provide portal.properties settings so a user can choose which spellchecker plugin to use, either liferay or webspellchecker or even neither.
      4) The new liferay spellchecker should be activated by default.
