When going to Add another portlet, the options in the Add drop-down menu are limited to just Page (see AddOnlyPage screenshot)

Steps to reproduce:

1. Add > Page 'test page'
2. Add Web Content Search portlet to 'test page'
3. Search '0' in the bar > Assert 'No pages were found that matched the keywords: 0.' displays
4. Add >

Expected result:
User will be able to add either a Page or any of the normally addable portlets.

Actual result:
User has only one option: to add a Page.

No console exceptions occurred.

Workaround: User can click "<- Return to Full Page" and can add the normal items.

Adding the Search portlet to 'test page' and searching some string ends in the same limiting result on the Add drop-down menu.
