As a portlet developer on WebLogic AS, I don't want to have to include the jsf-api.jar dependency in my non-JSF portlets

      Description

      When deploying a portlet on Weblogic, it requires jsf-api.jar dependency even though the portlet is not a faces portlet. This is because Weblogic sees that the code uses the converter tag in liferay-faces.tld and thinks it need this dependency.

      The request is to separate the JSF taglibs and LR UI/AUI taglibs by splitting the util-taglib.jar. This would allow users to include the taglib.jar used in portlets (ex. UI/AUI only) and not need to include the JSF taglibs and the JSF jars.
