=== Steps to reproduce the issue ===
1. Build portal from liferay-portal-ee/ee-6.0.x branch
2. Start portal & go to Control Panel/Categories
3. Create a new Category to "Topic" Vocabulary called "Cat/1"
4. Create another Category to "Topic" Vocabulary called "Cat/2"
5. Create another Vocabulary called "V1"

a. Drag "Cat/1" and drop it under "Cat/2" >>> Category name has been changed to "Cat& #047;1"
b. Drag "Cat/2" and drop it under "V1" >>> Category name has been changed to "Cat& #047;2"
