Time doesn't get update when selecting other time zone in display settings.

      Description

      1. Start Liferay Instance.
      2. Set to the correct Time zone under Display Setting category matching the time zone on your computer.
      3. Add a blog/announcements entry.
      4. Assert the display date.
      5. Go to Control panel to change another Time zone.
      6. Back to liferay and click add entry in the blog/announcements.

      Expected result:
      The time should get update to each time zone.

      Actual result:
      Time doesn't update to the new time zone and there is no changes after you set Time Zone.
