Structure Copying iframe displays hidden behind the Structures iframe

      Description

      Steps to reproduce:

      1. Admin > Site Administration > Web Content
      2. Manage > Structures > Add a Structure with a Text field > Save
      3. By the Structure, click Actions > Copy

      Expected result:
      Structure Copying iframe will pop-up so the User may confirm copying the structure (or, a small confirmation dialog box will open asking if the user wants to copy the structure)--and will be called 'Copy Structure'.

      Actual result:
      Structure Copying iframe loads, but behind the Structure iframe, and is called 'Copy Data Definition'.
