Validation should consider the importing site and not original one for validating references

    Description

      See this scenario:
      1. I have one Journal article referencing a FileEntry.
      2. I export the Pages of the site excluding references of web content and DL (there is a missing reference for the file entry)
      3. I try to import the LAR file in another site, the validation doesn't fail. why?
      Because we are trying to find the fileEntry in the original site and it still exists there.
