Unable to enter the new line character using CKEditor

The Return key (Enter) fails to bring the curser to a new line making it impossible for the user to write in paragraphs.

Steps to reproduce:
1. Navigate to Sites Admin > Web Content
2. Add > Basic Web Content
3. Type your favorite phrase into the Editor.
4. Hit the Return key (Enter)

Assert the user cannot create a paragraph.
