Steps to recreate:
1.) Start with a fresh 6.1.20 Bundle
2.) Upgrade 6.1.20 to 6.2.0 M6

Browse to Sites in the Control Panel in the upgraded 6.2.0 M6 site.
The Global Site is missing from the list.
