When creating a template through the template iframe, cannot select a Web Content Structure through the Template iframe

      Description

      Steps to reproduce:

      1. Navigate to Web Content in Site Administration
      2. Add a structure (Manage > Structures)
      3. Navigate to Web Content in Site Administration
      4. Add a template (Manage > Template) and try to select the created structure.

      Expected result:
      There should be a link to select a structure.

      Actual result:
      There is no way to select a structure through the Template iframe.
