      Description

When Staging is enabled and the User goes to the Live page on the Staged Site, they are no longer able to access Site Administration from the Admin drop down. Control Panel appears, but Site Administration does not. This could possibly be related to this issue:http://issues.liferay.com/browse/LPS-37349.

      Steps to reproduce:

      1. Enable Staging
      2. Go to the Live page on the Staged Site
      3. Click Admin drop down
      4. Assert there is an option for Control Panel, but not for Site Administration

      Expected result:
The Admin drop down should contain the Site Administration option that allows the user to navigate there.

      Actual result:
The Admin drop down doesn't contain the Site Administration option, so the user cannot navigate easily from the page.

This is not a regression bug. In 6.1.x the Manage Dialog in the dockbar displayed only "Site Membership" in Live, excluding all Manage Pages, Site Settings etc. options. The Add menu was hidden in Live, too.

Accordingly, in 6.2.x neither the Site Administration link nor the Manage Pages and Add options are displayed in Live. The only difference is that the Toogle Control check is displayed in Live in 6.1.x but hidden in Live for 6.2.x.

I've changed the type of this ticket to "Story" so that Product Management confirms which elements should be displayed in Live and Staging views.
