When the user clicks on a site admin section in the dockbar menu, its section is not always expanded

Currently, if you go to the site admin, collapse all sections, then go back to your site, and click on one of the section links in the dockbar menu, the user won't see that section opened and that is confusing. The expected behavior is that when the user clicks on any section, it is opened and the others can be collapsed.

Steps to reproduce:
go to site admin, collapse all sections, go back to the site, click on "Content" section (for example) in the site administration menu: you'll be redirected to the site administration with all sections collapsed, while the content section should be shown
