Currently Site Teams are administered within Site Memberships. While it makes sense to have it that way since teams are groups of members, it is also creating confusion among users.
One thing that makes it specially confusing is that within Site Memberships there are tabs for "User Groups" and "Organizations" that are members of the site. Since those are also groupings of users it makes users wonder "Why isn't Teams as another tab along with them?". This question proves that the UI is currently misleading the users.
For that reason, the proposal is to extract Site Teams as its own portlet which would be made available in Site Administration in the "Users" section. If a user has the permission "Manage Team" within a site, he should automatically have access to this new portlet.
