Enabling ImageMagick without an actual installation should not be allowed

      Description

      Suppose, a user does not have any imageMagick installation. When this user navigates to control panel-> server administration-> external services, then checks the enable box at the ImageMagick section, the application will allow the user to save the setting. This will lead to confusion in the future.

      The application should first check if a proper ImageMagick installation does actually exist (e. g. by trying to execute a simple command line command), and if it fails, the setting should not be applied and a warning message should be shown.
