File Permissions are not inheriting from Root Folder Permission at Document Management

      Description

      Issue:
      Files uploaded into a folder in the Documents and Media portlet do not inherit the permissions of the folder. I found that in 6.2 all files are supposed to take the permissions of the folder, and I assume that should apply in 6.1.2. For reference LPS-32919. Also, I tasked this, and it was determined to be a bug. LPP-8155

      Steps to reproduce / testing done:

      1. Create a folder 'ABC' in the Documents and Media portlet. In the Control Panel create a role called 'People Manager'. Back in the portlet, select the permissions for the folder, and give all permissions to newly created role.
      2. Upload a document into that folder, under upload keep permissions to 'Anyone'.
      3. Check the permissions, the "People Manager" permissions have not been inherited.
      4. The uploaded document only had the default guest permissions.

      Results of steps / testing:

      Intended Behavior:
      The document should have inherited the permission of "People Manager"

      Actual Behavior:
      The document had the default permissions.
