Portlets with a with a Content window cannot publish and do not display correctly with JRockit R28.2.7

When using JRockit R28.2.7 and trying to add content to a portlet that has a Content window, the Content window is not visible and the UI is different.

1. Install JRockit R28.2.7
2. Start Liferay Instance
3. Add a Blogs, Wiki, Web Content Display, etc
4. Attempt to add content
5. Assert user cannot add the content and there is not content window

Expected result:
The content window should display and the user should be able to publish content.

Actual result:
The content window does not display. Some of the UI is changed and the user cannot publish content.
