Steps to reproduce:

1. Enable Remote Live for a Site (following the typical process)
2. Go to Site Pages and click Publish to Remote Live
3. The first process is tagged as Initial Publication
4. Publish to Remote Live again
5. The second process is also tagged as Initial Publication

Expected result:
Only the first publish to remote process is tagged as Initial Publication

Actual result:
All publish to remote live processes are tagged as Initial Publication

This issue does not affect Local Live.
