Mobile dockbar icons behave inconsistently

Steps to reproduce:

1. Navigate to a page on a mobile device or in a mobile view
2. Click/tap the Navigation Icon
3. Note that this becomes a toggle (highlighted orange)
4. Click/tap the User Icon
5. Note that the page navigation is still visible and clicking/tapping the User Icon will not close the navigation options
6. Click/tap the Navigation Icon to hide the page
7. Click/tap the User Icon
8. Click/tap the Pencil Icon
9. Note that clicking the Pencil icon will close the User dropdown and vice versa

Expected results:
The icons should behave the same way. Clicking on one of the icons should close the menu dropdown for the other.

Actual results:
This only occurs for the Pencil Icon or the User Icon, but does not occur for the navigation menu. See the attached .GIF
